You have the best chance of finding Bagon by searching in dripstone caves at very low light levels.
However I wouldn't always recommend this strategy because if you are playing in survival mode with Minecraft mobs enabled than you will have monsters spawning all over the place.
If you are worried about the monsters you could just light up the caves and deal with an ultra-rare spawn chance instead.
The best strategy for catching Bagon in Cobblemon survival mode with Minecraft mobs enabled is in peak biomes. In a peak biome you can light up the area as much as you want and you don't have to worry about the difficulties of caving. Also several other rare pokemon like beldum spawn in peak biomes meaning you have a chance to catch multiple Pseudo-Legendaries in the same hunt. I also always recommend that you are using the Pokenav side-mod so you can ensure that you are in an area where Bagon can spawn
Once you've picked the biome you want to search in, the greatest challenge to catching Bagon is simply boredom. Patience will be the key to catching a Bagon and as such I have found it's much easier to hunt for Bagon when you are doing something else at the same time. I recommend training your Pokemon, mining for resources, or building a cool structure in your world. These tasks will help you to not get bored as you wait for a Bagon to spawn.
My favorite structure to build in biomes while I'm hunting for rare Pokemon like Bagon is a Pokemon Center. It helps the world come alive and feel more like a true Pokemon game. Evolving Bagon to Salamence
Bagon evolves into Shelgon at level 30, and then into Salamence at level 50.
You can use experience shares to help raise your bagon's level more easily. Plains and snowy biomes are the best places to train if you want to level up your Pokemon quickly. I recommend targeting high-level common pokemon like Tauros and Wyrdeer.
